A shared phone number can belong to a family or group. A different phone format can still represent the same person. The workflow should preserve both possibilities.

Work from an exported CSV or a separate operating sheet.
- Normalize comparison fields
Make phone and date formats comparable without changing the source.
- Separate confident and uncertain matches
Use name, date, and phone together instead of deleting on one field.
- Download a review list
Give ambiguous rows and missing information to the person responsible.
